Charles born in Cochran, Georgia to Susie and Lee James Baggs, Sr. Charles was the youngest of eight. Charles was a member of Longstreet Baptist Church. He later became a member of Jackson Memorial Baptist Church in Atlanta, Georgia.

Charles graduated from Bleckley County High School in 1984. Upon graduation, he attended Atlanta Technical College where he received his Associate Degree. He studied commercial applications for heating, ventilation, air conditioning and electrical systems. He had 30 years of experience. In 2007, he was awarded the opportunity to commission and start up his day to day operations of electrical. Charles became the Lead Operating Engineer of Lincoln Property Management Corporation.

Charles was a big fan of the Dallas Cowboys football team. He served as a Boy Scouts leader. His interest included watching football, traveling, hosting and attending Family
