Joe Williams, Jr. was born in Cochran, Georgia on May 27, 1940. He grew up and was educated in the Palm Beach and Broward County School System. He graduated from Blanche Ely High School Pompano Beach, Florida; Bethune Cookman College - Daytona Beach, Florida and North Carolina A & T State University. Joe done additional studies at Edison Community College , Florida A&M university, Florida State University, and Florida Atlantic University.

Joe’s parents were farmers. His father was a farm overseer. His mother was a sharecropper

Joe began teaching in 1963 at Lincoln Park Academy Jr - Sr High School , in Fort Pierce Florida. In 1964. He began teaching in the Lee County school system at Dunbar Junior – Senior High School. There he served as the Biology/ Science, baseball coach, assistant football coach and athletic director. In 1969, he was transferred to Fort Myers Jr. High as a Science Teacher and part-time counselor. In 1974 he moved to Suncoast Middle as a full-time counselor. And 1992, he transferred to Dunbar middle school until 1997 when he retired.

As a member of the community since 1964, Joe had been affiliated with many organizations and community projects. To name a few are Boy Scouts Of America (Troup 49), Fort Myers, Jaycees, Bethune Cookman Alumni and Booster Association, Teachers Association of Lee County, Board of Directors for South Coast and Royal Palm Officials Association, Dunbar, Little League Baseball , East Fort Myers Pony League Baseball, North Fort Myers High Band Booster, Florida Association for Measurement and Evaluation in Guidance, Task Force Committee implementing school resource officers in Lee County public school, magnet school committee, the Lee County public schools, Fort Myers housing, task force committee (Michigan court distribution), Florida Association for non-White concerns, poll supervisor for Lee county elections, supervisor with census bureau.

Son of Revonia Wimberly Williams, father of Kim Davis, Joe III and Viecel. Brother of Evalean
